I've never heard of a cop handing out a ticket for checking your phone at a redlight. In Texas it is illeagal to be messing with your phone in your hand while driving, but perfectly legal to mess with it at a stop light.

When you sit at a red light and read the phone how do you know what's happening behind you? I wouldn't assume that everyone coming to the intersection is going to stop.. You must have a lot of faith in other drivers.. for all we know, they could be preoccupied with their phones, hair or makeup! Or maybe someone lost their brakes..
