They are an extension to the vents that they sell.

Not really. It’s a little flap that sits in front of the vent that creates a low pressure zone immediately behind it and helps evacuate the air out of the vent more efficiently. Especially helpful when not using a fully ducted cooling setup. My driveway labs vent came with one.
