Not sure if this is port-of-entry dependent, but the cars coming into my dealership (Port of Richmond, CA?) already have tooling marks for drilling the US license plate holes. In that case I don't know if there is really any benefit to using the JDM holes with an adapter kit.

The rear bumper doesn't come drilled from the factory, my salesman was nice enough to let me drill it instead of them.

It was a Gen 1 kit, specifically PTuning's kit. They have a hinge that allows rotation to conform with the bumper angle. Any kit that does not have that hinge likely wont work.
