So I only have one one plug covering the tow hole on the drivers side, and I don't have any of the plugs for the suspension....
Are the plugs for the suspension part of the PDI too? |

I'm so glad a stumbled across this thread.
I had a look at mine as well and as expected, no grommets and so went to the dealership as I just picked it up 2 days ago and wanted to know why they didn't install it. I was told that its usually not install because its not really required but salesman tracked it down for me. Funny enough the instructions on the packet is quite clear to install the grommets for the pre delivery inspector

Why would Subaru/Toyota go to all the trouble of spending the time and money to make, package, and insert these things into the glove box of every car if it's not required? Seems like a waste of money to me...a waste that the bean counters in the finance and accounting department would not have approved.

I get that the PDI document calls it a document, but a grommet is something you'd use to protect a cable or pipe from a sharp edge when it passes through a wall. This plugs a hole so nothing can pass through. Does it matter? Nope.

This is one of the more confusing threads I've read in a while. There are two separate discussions going on (subframe tow holes/plugs and boot strut top holes/plugs).
It seems unlikely that the forward subframe holes would cause this, and if it is caused by splash back from the wheel arch, plugging the strut top hole doesn't look like it would help as the actual strut top will just sit full of water below it. If it is coming in around the strut you might have to seal it somehow, maybe cut a big washer fom some rubber. But I'd install the two sets of plugs and hit both areas with a pressure hose to see what happens.
