I have a suggestion:

Register your VIN with the online Toyota website and look at the previous service history for your car. Go from there.

Alright, I think I may have figured it out and hopefully it's as simple a fix as I suspect. So, the night the car battery was dead, we jumped it. I sat in the vehicle when two of my buddies hooked up the jumper cables. Believe they may have screwed it up because I went through every fuse under the driver station and engine. I already went at them with the multimeter and everything came back good. But, when I pulled them out individually two of them were blown. Replaced them with the spare fuses. Dome light inside the car is working now. So, I think the initial issue was a simple dead battery. But, when we jumped the car we probably blew those two fuses and maybe a relay or two. Gonna test the Relays later this afternoon and hopefully one is jacked up and a replacement will completely fix it. I'm suspecting either R1-3 or R13 or all of the above. Thoughts?

My Advice: Never let somebody else fuck with your car if you're not 100% sure they know what they're doing. I'm an idiot but even I know Red is positive and black is negative.

More online reading makes me fear damage to the ECU. Praying it's only a relay and no major damage was done.

Car is fixed. Bought a new Starter Relay and Blow Fuse. Everything seems to be working as intended. Only issue now is I can't shift out of park/neutral unless I use the manual gear release with an allen key.

Anybody know which relay/fuse goes to the shift interlock solenoid? Went through both fuse box diagrams and can't figure out which fuse it is. Double tapped every fuse with a multimeter and nothing is blown from what I'm seeing.

I'm certain you are correct. Just unsure which fuse is correlated to the shift release.

Car appears to be in "Limp" mode. Lower idle than usual, seems to have less power, shift lock solenoid still isn't engaging.

Now would be a good time to scan for any codes. Some of those codes don't trigger your check engine light. If no codes are present, try disconnecting the negative terminal from the battery and wait 30 minutes or so, then reconnect it. That will reset your ECU.

Went and got it scanned. Only present code was that the car couldn't communicate with the ECU. Everything else works great aside from the fact that I can't shift gears without hitting the manual gear release mechanism. Assuming the ECU communication error is due to a bad relay/fuse and that either the gear lock solenoid or that same fuse/relay is also preventing me from shifting.

ECU communication might be a separate issue. Mine hasn't had a connection in years. God forbid I even need my ABS checked or something

You can test your OBD plug with a multimeter fyi. Google will tell you how

Appears every issue this guy had, I had the exact same thing. Gonna pickup a shift interlock solenoid and see if everything is fine after that.
