That's utter BS. Even if it is illegal in your area, you can't get a ticket on a parked vehicle. You should be able to challenge it.

Just dug the ticket up.
Under Notes: "Plastic Covering over rear DMV license plate."
Checked box: Equipment and/or registration violation
Checked box: Other, 5201 (F) CVC/ Plates clearly visible
$38.

It was actually January of this year. Maybe I could have fought it, but I didn't want to go through the hassle (time off work) for $38.

I'm not sure about other areas, but around here we can get tickets when the car is parked and unattended. Happens often for not having front plates.
