I have been meaning to meet up with a friend who has an 86 and have him drive my car and vice versa to see if it is unique to my car, but haven't gotten the chance yet. I have had the tires and wheels for almost two years now and the problem is much more recent (past few months). They are +35 offset. Do you think my slightly more aggressive negative camber with whittling camber bolts and the slightly more offset over stock could have worn down the shocks/ struts and that is what the vibration is? Can worn down suspension even cause steering wheel vibration? Can camber on its own increase steering "feedback"/ vibration?

Have you checked if the rims are bent? Even if the wheels are balanced, a bent rim can still cause vibrations. Start from there. A reputable local shop might charge you anywhere between $60 and $100 for all four wheels.
Most of the road damage is absorbed by the rubber and rims, so they're usually the first ones to go.
