That does not sound right. I would go down there and ask to see the part in question and the wiring harness. It almost sounds like they damaged it. I don't see how a bad OSV would lead to a harness issue.

A quick search shows that there are many issues with OSV solenoids in Subaru's but I have never seen it come up on here before. As No said I would want to see some evidence.

Yeah..... I don't quite understand this relating to the harness. Failing OSV's/OSV's usually result in a CEL of P0016, P0017, P000A, and there is another I forget. I had a few cam issues at 86k miles. CEL just magically showed up one day. Went to an awesome shop near me. They found out that my timing was advancing too much. When they opened everything up, they found out a faulty OCV, cam gear, and ECU was causing the timing issue. After they replaced them everything returned back to normal.

If you TL;DL then ask them to go through it with you physically, see what is actually happening. I think they arent telling you something or they are trying to cover their asses for something they did. Is there a CEL? Is timing advancing or retarding beyond what it should be? Questions to ask them.

Whatever OP chooses to do, I wouldn't go in hot and bothered, armed with info from the internet. I would just ask to see the parts. Thinking about it I guess the pins from the Osv could have got stuck in the harness connector, but I doubt it. Or maybe an internally shorted osv could have melted the harness? It will be pretty apparent looking at it.

If that is the case, I would push to see if Subaru would give you some concession on this repair.
