There actually a few videos online displaying the same phonomena and one or two that dont move at all...mine shakes a lot more than yours

I found this thread and didn't replace my tension pulley. Turns out mine did need to be replaced. If you're worried about it, I say it's a good idea to replace it if it's bouncing. After installing the new pulley, no bouncing.
