During almost any kind of driving the front brakes work significantly harder than the rears due to weight transfer under braking. That's why your rear brakes are so much smaller than the fronts. It's not at all unusual.
If you went out and actively exercised your brakes the rears would clean up. By actively exercising I mean 10 or so consecutive hard pedal effort stops from 60 to 0. Just driving in traffic it'll take a while.
