I'm no scientist but I'd assume that the water in the pales is either much colder than the surrounding water or has a much higher salt content, both of which would make the water more dense than the surrounding water.

I figured it out as soon as the bubbles from his mask went DOWN into the pail and the apparent air bubbles laying on the "ground.
