Wife and I took "Little Blue" BRZ on a 4k mile roadtrip in June. Our overall average, including some blasting around the TN/NC mountains (Dragon, Cherohala, Moonshiner) was 33 and some change. The driving was about 25 to 30 percent interstate with the rest two lanes. No attempt to hypermile or such. Kept the highway speeds just under what I thought were the "arrest me now" level. The car does pretty darn well. Very high on the SPG meter.

I am getting 29-30 mpg regularly in the city including a lot of having fun and spirited driving. BTW, this is with JRSC. Yours is really low.
