The '15 JDM tS car had a Bilstein damper, but this is a newer tS car. I don't think the selection was made based on the cost. For example, the retail price between Sachs and Bilstein in Germany is similar. Maybe Subaru believes they are an improvement. Other reputable tuners in Japan are also switching to Sachs. The GT300 BRZ also uses Sachs dampers.

Looks like they are giving us half the GT package here. Even for the WRX STI tS there were the standard trim and the NBR Challenge Pack trim. Don't get so hung up on Recaros and Brembos. It's like shoes with Vibram outsoles, so much hype but the truth is you will end up slipping on the ground more compare to the non-branded rubber.
