Probably a little late to be asking the question I think

There is a minimum height requirement in the California vehicle code iirc.

However in an ironic twist California doesn't give a shit as long as you don't impede traffic or pollute more than necessary, you should be fine as long as you don't piss of a LEO. There's no 'safety inspection' like some of the more uptight states like Texas or Mississippi.

Most shops avoid crossing the law, you should call them, they should know, although they'll probably just tell you whatever you want to hear so you'll go away.

if there's sparks flying around, then you are probably too low and a cop might pull you over for it. if you're driving around like an asshole and look like a modded car, then a cop will also pull you over. a cop won't just pull you over for driving a modded car for no reason.

now, if you have a loud exhaust and like to drive in the higher RPMs then you might have a problem with police.

No.

Source: all new Tesla cars sold. And most high-end cars for that matter.

Ride height is an entirely different story, as someone else already mentioned.
