It's limited by gearing, like all cars. (Don't know any that have a reverse "governor" but never really looked into it so, your results may vary)

Back in my ATV/Offroading days I had a Polaris Scrambler 400 (380cc, 2 stroke) with a variable transmission. It would do 68MPH forward (clocked on a paved mile). It also had a reverse. There was a button on the bar that overrode the reverse limiter so it would go as fast backwards as forwards.

I tried it once...still cleaning my pants and only got to about half throttle.

Hey, where'd you get my picture!

I was facing forward, not smart enough to think of facing backwards, might have worked.

It did make for some fabulous reverse donuts at night though as I had added backup lights to it. I was told it was like a well-lit tornado.

You said it wouldn't work because it is regulated by minimum speed. Why couldn't it work if you were doing 25 in reverse?

Because if in reverse you are going -25 Geeeeeez isn't that apparent?
