Perforation = a hole, rusting all the way through.

The dealer is correct, this would have been under the base bumper-to-bumper warranty.

Your best hope is for this to become an actual hole within 5 years.

Have they done it outside of the bumper to bumper warranty period?

You're in Canada. Your dealers are nicer.

There were a couple of guys on here that had it done outside of warranty yes and the were US. Would certainly take a decent dealer but it has happened.
Suppose it also helps if they have built a rapport with the dealer and approached them in a professional polite manner.

There have been cases on the forum where a dealer has don't corrosion and perforation warranty repair out of spite and goodwill, I feel he has a chance as well.

The way that panel is "warped" and the way the cracks formed it almost looks as if the body was deformed in that area.
In my other car (also a uni-body) that is called the "longeron" and it takes almost all of the load on the car.
Any chance the car was accidentally taken off-roading, been "mowing the weeds" at the track, ever been stolen or joyridden when you were not present?

In any case it does not look like your run-of-the-mill random body corrosion.

If that's the case, OP should just keep shopping it to dealerships.

The problem is that he doesn't have much leverage at a dealership he hasn't purchased from since they're not really obliged to do it.

Looks like you slammed the door into something, gotta be more careful of how the passenger closes the door.

I agree. It would be reasonable to call a "perforation" something you can see light thru or push an object thru. Steel that has turned to iron oxide is still there, although it has no strength.

I think waiting for a rusty hole is crazy. Contact Scion Customer support, they are very helpful and tell them you didn't expect this to happen and you're disappointing this happened so quickly on a new car and they need to take care of it. The warranty is one thing, but what if it's due to misapplied anti corrosion coating during manufacture and where else on the car is this happening that you can't see. Here's the number...

I don't know what sort of luck you will have with Scion themselves since the warranty for rust is very clearly for perforation. May have some luck if he can find a sympathetic dealer but doubt there will be any such sympathy from corporate Toyota.

I am very curious as to what went wrong to cause that bubbling and rust though as in has been very rare here and when I checked my winter/salt driven car I found it to still be pristine.

Is there any evidence of damage and/or repair? Can you see body filler under the paint where it's opening up? That would usually be a stuck to the back side of the paint and would be a light color but significantly thicker than the paint itself.

If this is a repair done incorrectly by the dealer before the car was delivered then you may be able to chase them down that way.
