Main brake lights are required to be a certain height from the ground. The third brake light is required to be above the main brake lights. A car is required to have a minimum amout of brake light area (among those three lights).

That's all there is to it if I'm correct.

Hmmm I know a guy with a 3D printer, I want to make one that has like a long vertical strip for the light and then use high discharge LEDs in it

As a proto, it doesn't look bad. It seems to have good edges and an even finish. The carbon layout was crap though. Personally, I think the design is ugly and would never even consider it. I do applaud the individual effort. If you really like it, keep going.

way to bulky, if the final product is even remotely close to the size of this one, it will look terrible

haha yeah this was my first ever product from vacuum bagging.. I didn't do enough work with the mold to make it easier to vacuum bag.
but i'm learning and its different which is the goal.. its a widebody antenna.. so its ment to be wide but i do agree its a bit bulky! lol i think i'll make another a bit smaller and shape it to the light i'm buying then it would look more purposeful.. keep ya updated.

I don't see why it would be illegal anywhere else. As long as the brake light is at least as visible as the original, why should it matter?

I believe lighting is Federal DOT/FMVSS jurisdiction. But enforcement is at local level. So you might not get busted outside of California, but it is still illegal.
