You looking for a full intake system or just anything that'll be cheap and do the job.
If the later just go with a drop-in filter.

Illinois only uses an OBD reader for their emissions test, with a tune you can pass the test. Unless they do a visual inspection, and see a cat has been deleted, or a sniffer test.
Get a header, get a tune (you're wasting money if you don't do this because the increase in power will be minimal without a tune), and you'll be fine. If you're really worried just hang onto the stock header and swap it back on for the emissions test. If you're just looking for loud get the Tomei header and a catless front pipe. It's a decent header without spending too much, and you will be obnoxiously loud. Sounds terrible IMO, but if that's what you're into...

I had money in college. But those damn text books were so expensive. I probably could have afforded 60% of my mods if it wasn't for them.
Go with the OFH + OFT. Sales are coming soon so you could get a good deal on those.
