After check all that, I also looked at whether the ESC controller is seeing voltage on the one signal wire from the PROcede controller. With the PROcede disconnected from the ESC controller (i.e., the WOT switch was connected up to the ESC controller so that the ESC didn't spool up--see below), I measured the voltage between the signal wire and ground while applying the throttle and with the engine running and observed no discernable change in voltage. So I’m guess that is probably why my ESC isn’t engaging with the PROcede installed; the ESC controller doesn't seem to be seeing any signal from the PROcede. I still haven’t confirmed whether my PROcede controller already has a throttle map loaded, but I’m hoping to solve my problems without having to lug my PC and monitor over to my garage. Beyond this, I’m not sure what I can do to troubleshoot my PROcede controller.

Incidentally, the ESC appears to spin up on its own when the ignition is in the ON mode and when the WOT switch or the PROcede controller is physically disconnected from the ESC controller—perhaps because there is no signal to the ESC controller? I'm not sure whether j_Zer0 and I are seeing the same situation, just different circumstances.

You need to set one of the parameters on the procede. It's multiple pages back. I'll try to find the picture I made.
