Actually the shims that clip behind the brake pads before the calipers, are called "Anti-Squeal Shims" and as the term exactly describes, it reduces whirring, squeaking, screeching, noises which some pads develop over time, and most racing brakes do constantly. Most organic non-metallic city use pads don't make noises, but in some winter conditions or in moist weather they can, and OE are very critical about this as most general consumers HATE that noise.

Having said that, it is there only to do that, and does not change heat properties of the pads, nor affect the seals. Most race-prepared track cars do not get installed with shims, so that the pedal feel is more direct, and for endurance race mid-race changes, it is one less part to speed up the procedure.
