People do that all the time in the snow here. It messes with your head when the visibility is almost nil and the road is covered in snow then suddenly you see flashing lights ahead. You start to question if you are actually on the road, on the shoulder of the road or driving through a field and came up behind somebody that spun out!
In these conditions the hazards should only be on if stopped on the side of the road (or of course in the afore mentioned field)!

I remember reading something in an email thread a loooong time ago--to keep long road trips interesting, toss flaming objects into windows of people who toss cigarette butts out. Never done this, and aside from the likely accident this would cause, it would be entertaining for all the times that I've had a butt flicked right into my car.

In this vein, when traffic lights are out due to power outage....at least here in Ohio, its considered a 4-way stop. The amount of people that don't know this are mind-numbing, and scares the crap out of me.

Other things:
People who assume they have the right of way but don't (highway merges, roundabouts, etc.)

People who somehow forget to turn their lights on at night or in terrible weather (actually saw someone get pulled over for this recently).

People who think the left lane is a travelling lane (pass and get out of it, jerks). I am willing to grant a pass on this on the rare occasion that the right lane is torn up or very bumpy and your back will be shattered into powder driving on it.

People who ignore/assume that posted traffic/construction signs don't apply to them (driving the wrong way on streets closed for construction, etc.)

People who tailgate when its OBVIOUS that there are 5141687468 cars in front of me that aren't travelling any faster than I am.

People who see that I am giving space for safety, namely in winter weather, and assume that its actually me giving them space to cut in front of me. Had to panic brake a couple times because of these idiots...

People who not only have one, but BOTH taillights out, or that have one or both headlights out and drive around with their brights on to make up for it.

...
I blame a combination of automated headlights and DRLs for this. My Suburban has automated headlights, and if I drive it for a week or so (such as on a family vacation) then switch back to my FR-S, I have to constantly remind myself to turn on the headlights because I see the DRL's and my mind says, "Headlights on, good to go".

It doesn't help that the laws in the US and Canada are very inconsistent in their use. Some areas have no regulations, some exclude the completely when moving, some say its OK when moving if you are below a certain speed or a "hazard".

Yea, this is the absolute worse time to use them while moving in my opinion.

Drivers that continue through an intersection close behind the car in front so they can blatantly run a red light forcing you to wait until the intersection is cleared before proceeding through your green light.

People who habitually write ridiculously long run on sentences using words with more than three syllables so they think they seem smarter than they really are which is obviously not the case since it is blatantly obvious to anyone with more than a first grade education that they have no clue as to what punctuation is for.

People who think they can make you pull over to the side of the road just because they have that fancy light bar thingy.

If there is a white border around the light bar thingy, does that mean that stopping is optional?

That would be the God squad. So if you see the white borders around the light bar then you've already stopped. For good.

People who change lanes in an intersection. Happens so often I have to wonder if anyone knows that it's illegal and much worse dangerous.

I do this sometimes... only when I have misjudged that the car ahead of me would make it through with enough room for me to also make it, in which case if the neighboring lane is open I will change lanes mid intersection so traffic isn't blocked off completely.

which brings me to this... BLOCKING AN INTERSECTION...COMPLETELY

This one is kinda specific--at off-angle intersections (where the roads don't intersect perpendicularly), and there is a dedicated left turn lane--people who don't realize that the stop bar is placed a little further back FOR A REASON, so that people making a left turn from the other road have to dodge your stupid ass that is basically sitting in the middle of the intersection at this point.

(Ok, that one was confusing).

I feel the same way, but when I tried to find it in my local traffic law, I could not find any mention of it.
