The issues always start when I am getting close to 5/8th of a tank left. It is only happening in two places and both are long high G left hand corners. The first set of corners is a three corner assembly that is run at between 75-80mph at 1.1g and the entire section takes about 10 seconds. I start having issues about 3/4 of the way through the following straight and then it starts cutting out. I enter into the next turn, which is another sweeping left hander done at similar speeds but is only about 4-5 seconds. Once I come out of that I have no power for 3 or 4 seconds when it first starts happening and about 10-15 seconds once I get below half a tank. Once the power comes back, I can run the rest of the track fine until I reach that section again.

First, is this fuel starvation? Second, if so, what options do we have to handle this? Running E85 the car is burning through 3/8 tank in a 30 minute session and there is no e85 within 20 miles of the track, so I can't easily keep it at a full tank.
Yup, that's fuel starvation. It won't happen on a NA car on gasoline, but with FI or E85, you basically have to keep the tank full; the pickup is on the left side of the car, so long left handers will make the fuel pump starve.

The solution is a surge tank, (and preferably in-tank), but there isn't one in production, yet.

From experience, I can tell you that you can easily fit 6 5-gallon jugs in the car, in addition to a set of tires, tools, etc...

Only for your wallet. But not if it won't notice a few ounces missing.

If you had to go with a BBK that was potentially also going to be driven in winter (temps as low as -30 Celsius and lots of snow and ice) and also had to fit under a 17" wheel what would be the best bet?

Don't have an answer re very low temps, but I drive AP Sprint BBK in NE US Apr-Nov and swap caliper/rotors/pads for stock Nov-Apr due to salt on the roads in winter. You only need BBK if you track the car and more so with FI and stickier tires. AP Sprint BBK doesn't have protective rubber boots on steel pistons but some that do will disintegrate from heat with track use. All of my wheels are 17". AP Sprint BBK makes a world of difference on track with proper pads. I use Carbotech XP 12 on track, AX6 for AX and 1521 (Bobcats) for street. Pads for this BBK are much thicker and last much longer than stock.

The AP is out for the reasons you stated. I will not be switching back to stock rotors and calipers as its a basically a backup car for winter just in case so I want something that will deal with it just in case.

4 tires in back, 1 gas jug on top in the center.
2 gas jugs on passenger seat, 1 in foot well.
2 jugs in trunk + tools + everythign else.

This is retaining the stock spare tire; without it and the foam pieces, you can fit more.

Are the tires standing up or laying down?

We have options with dust boots and painted calipers if you're interested
