Sort of. The flap mount goes under the plastic panel. Other than that you're correct.

And I didn't have a drill when I put them on, I was at work and I put them on during my lunch break in the parking lot.

It looks like the bracket slides in BEHIND the body panel, whereas the spat is mounted in front of it. Can't you just drill an extra hole in the bracket for the extra screw that the spat requires, then take out the screws in the spat, slide the bracket in behind everything, and screw it all together? Why do you need to remove the spat?

And is it the same situation for the front wheels?
Because the spat screws block the mounting metal thing.

I think there is some confusion here. I'm not saying to change the mounting point. With the spat, there is an additional screw which gets in the way of installing the bracket, which as I understand goes BEHIND everything. Therefore, you need to drill a hole not to change the mounting position, but to allow that screw to poke through the bracket.

The spat does end up between the body and the flap, but if that is the case, you are just adding the flap on top of the spat, so I'm not sure why you need to physically remove the spat at all - all I see you needing to do is remove the top screw that holds the leading edge of the spat, and use the screw that came with the RallyArmor kit instead.

Does that make more sense? I'm not sure if what I'm explaining is clear.

So did you leave out the lower screw that holds the spat on? I haven't actually looked at my vehicle in detail, but it looks like in your pictures the spat is held on by two screws, whereas the RallyArmor kit only has a hole for the topmost screw.

I would also like to know the answer to this. If its just a bracket fitment issue then great, if its a big problem then oh well.

Anyone know if the OEM mud flaps fit any better?

OEM mudflaps don't look like they'd fit without major modifications...

OEM flaps won't fit at all as they wrap around the body where the skirts sit. The more I look at my car the more I think I'm just going to forgo the rallyarmor flaps as they won't sit right over the skirt and will be angled in awkwardly.

I got them for practicality. I have to drive on a lot of gravel and dirt roads going to work, and I don't want rocks destroying the paint.

This car, I can somewhat agree. During winter months with sand, salt, and every other crap on the road, they'll help protect the paint.

On other Subarus... one word: RALLY
Rally cars have run very large mud flaps for decades, probably so the cars don't injure people with flying gravel.

And? It's like arguing why Jeeps exist if 99.9% of them never see dirt.

Did this ever get resolved? I honestly don't think it's necessary to remove the spats either but would love some confirmation.

You can install them OVER the existing spats/skirts, but there is a bit of interference which results in the flaps bending a bit awkwardly, not to mention that the stack of stuff there starts to look a bit odd. I wound up solving it by having a body shop chop off the ends of the skirts/spats. The side skirts are still ROCK solid, and the spats can be flexed by hand a bit but are also pretty much rock solid as well. See my blog post here.

Here are a few additional pictures that aren't in the post that show how the flaps look.
