Will a full size toggle switch fit on that panel, for example: http://www.ebay.com.au/itm/281280082801 ?

I think so. You may have to shave some of the rear supporting area, but nothing that would ruin the integrity of the panel. You may not even have to. There's only one way to find out.

As far as controlling fogs so you know the Tundra stalk is plug and play into steering column looks and works 100% OEM with fogs.
