Because the fog lights/headlights are on. DRL's that are stand alone lamps will turn off when other lighting is turned on.

That is true and is most likely the cause. But I'm very much new to the car tuning. So I wouldn't know exactly what I'm doing if I change out the springs and dampers. It'll be nice to see what setups ppl use and probably a spring/damper sticky thread posted up.
