I really wish companies would stop selling improper HID conversions.. they lead to ignorant people blinding everyone they drive by. And just because they haven't knowingly caused a wreck yet, they assume it's fine. Aside from that, they are illegal.. although not enough cops have the time to go around enforcing it.

Unless your car came with HID projectors or you are doing a complete retrofit with HID projectors (i.e. theretrofitsource.com) - leave HID bulbs out!

But the kids will still argue (rightfully) that even a retrofit will be illegal unless the entire headlight is DOT approved; components by themselves (i.e. the xenon projector, D1/D2/D3/D4S bulbs and ballasts) cannot be DOT approved unless tested and approved by the DOT. Loopholes apply.

Technically the DOT doesn't test headlights and then approve them. They set standards that must be met. You can manufacture aftermarket headlights and/or tail lights that meet these standards. Now, the thing with HIDs: if the car didn't come equipped with them - they don't meet the standards, even if they are technically better than OEM HID projectors. DOT does not allow changing the bulb in the car form halogen to xenon. Kind of shitty, hopefully they update/redo that section.. but it is what it is for now.

If people do it properly (although still illegal on a technicality) with an HID projector retrofit, then at least the safety issue of blinding oncoming traffic is gone. I did this to my old Tacoma and my Wrangler, takes only a couple hours to split the headlight housing and you can even paint the inside to black it out while you are at it.

And then you have the people who don't understand wiring and try to do it without using relays.. but that is a whole 'nother topic.
