Increase happened for me at State Farm. Notices in renewal that goes into effect on 1/3/2014:
The claim experience on your make and model of vehicle has resulted in an increase to your vehicle rating group for comprehensive coverage.

Usually when it's mentioned that engine runs and drives it's to let wholesale buyers and people who run the auction that the vehicle can be driven up to the line during the day of sale(which is usually once a week) the ones that don't run are usually kept and after a while salvage yards get to break them down into smaller pieces and sell them. Hopefully this made sense.

I know some that are dealer related. But any local scrap/junk yard can be considered one.
