With tuning, if it's anything like my Rev Works UEL + tuning by Drift-Office, you should be able to get up around 180whp, smoother, and stronger powerband.

Anyways..don't forget to keep us updated when you get a header in the future - I'd love to hear about your combo (aftermarket catted header, aftermarket op, uncatted fp, oem exh)

Still hoping we can mount the factory heat shield (maybe with a little modification) to hide if from the Smog Nazis

If all else fails, just tack the heat shield to the new system, or tack mounting points/studs/nuts to it. Probably what I'd do, depending on how the heat shield mounts up.

damn I was basically set on going with JDL UEL and now I saw this...I was initially wanting a catted UEL header anyway so I guess I'll be keeping my on on this one now too.

I don't think so. We are not allowed to replace any catalytic converters unless they are OEM. That being said, it may pass the sniffer test.
