It's the bad part of the product : if you have a tuner's ROM, you have paid for Ecutek Pro + the tune, and you can do less than the guy who just buy Ecutek Pro...
I think there should be a possibility for tuned ROM to be fine adjust by end user, as there was in the early version of Ecutek Pro, and have disappeared in the last version. Especially for remote tunes.

I will toss in that I would like to be able to adjust the RaceROM features myself on a locked 3rd party tune. There is no sauce in those features.

You guys might be interested in the openflash tablet for those things, or talk/reach an agreement with your tuner to supply you a basemap or work with you to sort your tune

Yes. As long as it isn't encrypted you can use EcuTek to flash in whatever ROM you want. A license is needed on the ECU though.
