If the secondary system is disabled in order to not throw a CEL, then they can't tell it's disabled. No way no how. Not without examining the ROM. If it doesn't throw a code, things show green. And in certain areas, if you aren't throwing ODBII codes, then your car never even goes on the sniffer in the state inspection.
I should have shown you my failed report for the tune I had on from FA20club. Evap system for O2 failed, instantly. For a state inspection, it checks those systems and when they fail to report from being disabled, you get told to fix it. I flashed back to stock and passed instantly.

You can't flash back to stock if you're running a catless header (the unnecessary O2 nannie will throw a CEL), and if you're running FI, then you've got the major issue of having a dangerous tune running while boosted.

You can flash back to stock while catless. It doesn't throw a CEL instantly. If you flash it in the parking lot, then go for inspection, you will pass. If you drive 20-30 miles, then you'll probably see it.

Flashing back to stock while FI isn't an option. At that point, you pay someone under the table to get you inspected if you're catless and don't want to risk running a bad tune.

Thanks everyone for the great answers.

Seems like I will want to have a cat in my car (smell, soot, etc.) and emissions tests.

I'm guessing most aftermarket frontpipes don't come with cat? and what about the header?

My other question is, am I correct to assume that most aftermarket headers don't have places to connect the sensors O2 the car uses?

If I go for a catless frontpipe, would there be any change in emissions?

(assuming I keep the header with its cat)

This. Just take it somewhere else. Dunno how hard it is in other states, but in texas, it's nothing. There are plenty of sticker shops around that wont do emissions testing / obd2 testing. You just have to be in the right county
