Go with an actual engine builder who specializes specifically building engines.

I'm leaning towards full blown because they have the most motors sold on here an no problems reported. Also they have a company that deals with the piston design our cars came with. Plus there turn around time is reasonable.
Isn't there any reputable shops close to you? Building a motor is not rocket science. I agree with @MrSlay , get a shop that specializes in building motors.

The thing I am really picky about and consider not everyone can do is tune this ECU, but building this engine is no different than building any other engine.

Proper clearances need to be measured, proper torque values and techniques need to be used, proper lubricants and obviously proper parts need to be bought. Any good reputable shop with experience and proven results can do it.

You just need a shop that's proven and trusted which is kind of hard. Here in SoCal we had issues with subie tuners ( personal experience ) my brothers Sti took over 4 months for a basic engine build and was full off issues, and a friends Sti has been "getting built" for over 8 months

They have not updated their web page but if you call them they will tell you what you need to know. Yes they do heads. Yes there are plenty of shops around that do motors but this motor is new and i rather go with someone that has customers with no complaints. And my tuner that built my custom kit is the only one that touches my car. I'm @ 470rwhp@16lbs i want to turn the boost up 1-2lbs to get 500hp but not balls z enough on my stock block lol. My turbo is not running in its efficiency range yet. Once i get into the 23lbs and higher it be happy. This EFR7064 has a 52.2mm inducer and 70mm exducer. Think its just a bit smaller then a gt3071. But hopefully i can get 600hp out of it. But my goal is 700hp. If i can't get 600hp i'm swapping to the next efr size up.

Ok, if I had to choose between your 3 options I'd say Full Blown.

In all fairness to Fabron I understand him wanting to use someone that has built several of these engines. As well I believe the guys listed were beating me in price to build him an engine as I have to sublet out balancing and machining. I am sure who ever he ends up choosing will have a well put together short block.

While building a motor isn't rocket science, there are little details that people that have built the same motor multiple times before will know about versus your old V8 engine machine shop down the street. I wouldn't want my motor to be the FA20 that they "learn" on.

@Ross
Don't know if I mentioned this before, but pipe routing on Fabron's is spot in.
If/When I roll my own setup I could see it very similar.
Legit.

@Fabron757
I see your power goal, and understand you'll be on corn.
Do you or your tuner have any interest to make a refined pump gas tune on the new build?
