Grimmspeed, Raceseng, and I think Perrin makes a relocation kit too that uses the towhook location. I have one on my FR-S because no front plate in VA will get you a ticket quickly - at least on this car it will. My wrangler ran no plate for years with no problems.
I like my Grimmspeed kit, but they're all going to be similar. Raceseng's has a ball joint action that allows up/down adjustment. Grimmspeed's is set when you do the install but is easily changed as well. It's easy to remove if you're going to a show or photoshoot, etc and doesn't leave holes in the bumper. I'm trimming the "cap" that fits in that hole to go around the bracket/tow hook part for a tighter fit as I know I'll have to permanently have a front plate. No plate > relocation kit > drilling bumper (in my opinion)

Toggle bolts and washer in front grill. No drilling necessary and you do not need to take the bumper off.

I just zip tied mine to the front bumper under the mouthguard. Folded the bottom of the plate so it fits well.

I debated this for some time and ended up with the Skene Design mount. Yeah you still end up drilling (two small holes, under the bumper, you'll never see them unless the car is on a lift). I couldn't handle the look of the offset mount and liked the adjustability of the Skene. It wasn't the cheapest but I've been very happy with it.

I just used double-sided automotive 3m tape to mount the oem bracket to the bumper. It's been holding on strong for about 4 months now since I've put it on, including some HPDE and autocrossing sessions.

If you want super easy.... License plate relocation kits use the front tow hook instead. I think they run between $50-$90. It does look a little... Lopsided... but I didn't want to drill the bumper either.
