You forgot that the US version is edited to hell and back in order to fit commercials. BBC UK doesn't have commercials.

Didn't know that, commercials are evil anyway all they do is serve a purpose to waste 15 mins of an hour's time.

15 minutes... that you lose from the real show as they last almost 60 minutes

Yes, but most top gear episodes come in at a full hour without commercials, so the versions broadcast in the us actually have the content edited to fit in a one hour time slot.

Hence why I don't rely on BBC America to provide me with a butchered Top Gear.

BBC America HAS started airing uncut episodes, they block out an hour and a half of schedule time and retain commercials.

Shit I don't even have cable and I know this.

That's definitely not true of all of the episodes they've recently aired - I saw one of the new episodes a couple of months ago, and it was aired in the 1 hour (with commercials) format, definitely cut down from the full one (which I watched online). Maybe it's regionally dependent?

The new episodes have been shown at 90-minute runtimes, but I think when they go to fill time with re-runs, they go back to 60-minute shows, since *usually* shows air in one-hour blocks anyway, it's a lot easier to fill that timeslot with a 1-hour version.
