There are also locking lug nut removal tools that are specially made to be universally capable of removing any "lock" from your wheel. I would think most autobody shops would stock this.

I call BS, because I've made the mistake of loose lug nuts on a car before.

If a wheel doesn't sit flush on the hub, there's a few things:
1) it'll sound more like a "thump thump" than just feeling wobbly and shaky. It would make a lot of noise, even at low speeds
2) this may have stretched out the wheel stud threads

If indeed they did make this mistake, you need to get it in writing so that in case the studs prematurely break, you have documentation.

Most likely a wheel weight fell off (they do all the time)

Get the wheels rebalanced

Drove the car home from the dealer, and everything is driving fine, car seems to have returned to normal.

Heard some strange buzzing noise all of a sudden when accelerating hard in 3rd gear while the A/C was on, so I drove around to see if I could replicate it, but I couldn't. Oh well, car's good for now
