Virtually all anodized, unsealed parts feel sticky to some degree or another. Probably the best example of this is on parts with relatively thick, hard anodic coatings. Many years ago in some shops this was often used to judge whether or not the anodic coating was sealed (obviously, before the days of QS 9000). If it felt "sticky," it wasn't sealed. Good sealing will eliminate the stickiness. However, many hard anodized coatings are purposely not sealed in order to preserve maximum coating hardness. The sticky feel does not affect the quality of the hard anodic coating in any way.
Contacting your anodizer may be your best bet.

Yep, found that exact info. I was more curious as to how the black anodized caps turned out. Were they a bit tacky to the touch?

So, this has been an interesting experience. The anodizing I had done was a "hard coat (type III)" anodize. It is the most durable, but also the thickest anodizing process. After talking to my anodizer, he stated that sealing a hard coat anodized part would weaken the durability of the anodization a bit.

Since the tacky feeling is the only downside I've noticed, and these will live in a set of wheels on my car, I'm going to leave them as-is. He suggested wiping them down which I might do today, but I'm not worried if the tacky feeling remains.

Only thing left to figure out is if I want to put some sort of clear coat on them, what product that should be, and if I want to do it before or after I stick vinyl on them.

If you do it at all, I'd probably suggest doing it after you stick your vinyl on so that it is also protected.

Yep, I'm leaning that way. The only downside is that it makes the vinyl a little more permanent and the design I'm getting is Legacy specific (but also fairly obscure). So if I want to sell my 18x8.5 wheels to say... a BRZ owner, it might be problematic for the new owner.

But I'm not so sure I care.

I'm leaving the bare aluminum for now. It sort of reflects the colour of the wheel and it isn't immediately noticeable that they don't quite match...
