Because you only learn by doing. And they are not afraid to give it a shot. Even if it might often not turn out as expected.

I had opportunities to go back and forth between western New York state and Ontario (mainly Toronto) in the early 1990s. At that time it was a pretty informal process to cross the border. I travel back an forth a lot and let me assure you it is no longer that easy!
Both countries are trying to protect their job markets so they will ask 1000 questions to make sure you are not taking work away from somebody.
I used the border meme to illustrate that Toyota apparently thinks snow stops in Canada since we get the heated mirrors and mudflaps as standard and even the northern States do not.
