just rebuilt Vortech into v2 unit now very little boost

ever since i got the vortech sc back from rebuilding the car has been low down on power. a dyne pull confirmed this car only made 160whp. checked all the tubing and made sure there is no leak anywhere. i swapped to 2.87 pulley from stock pulley and and retuned and on dyno its making 240whp at about 7lbs of boost. shop checked everything and we just couldn't figure out whats wrong with the car. anyone has seen this before?

so i looked under the hood and took quite a few things apart myself today. BOV is turbosmart kompact plumb back and seems to be opening and closing as designed. Crawford AOS is connected correctly. Serpentine belt is not slipping. No boost leak either everything is secured. called Vortech as well and was told the impeller is very simple mechanism either it spins or it doesn't spin. Since its newly rebuilt it shouldn't be the problem either. So i am confused AF right now what else could be possibly wrong? could the intercooler be screwed up or something else?
