Correct the tune must be included and locked from tampering to receive emissions certification.

The $1k difference in price between the CARB and non-CARB FI kits like JRSC and Edelbrock also includes the $500 ECUTek kit and license. Effectively JRSC/Edelbrock are charging $500 for the tune and CARB certification. I believe you can work with a vendor and save $500 if you already have an ECUTek, or just turn around and sell the one that comes with the kit.

Does the $6,500 Cosworth kit not come with an ECUTek cable and license?
