Okay ima probably get flamed for this but can I just willy nilly switch out my stock 17 inch wheels for this 16 inch wheel without making any modifications?

You should be fine running these without modifications, they are 215/55 instead of 215/45, so the aspect ratio makes them close to a stock diameter when wheel and tire are both factored (they have more sidewall). I'm fairly certain.
