How do I remove fastener plug underneath TRD lip?
I want to remove my TRD Lip so I can fix the scrape marks on the stock bumper. I tried pulling it out with my hands and pliers but it only come out halfway before my fingers gives out. The plug clicks in when you push the head/base in to the ring around it.

Just pop so the screw looking like thing comes up. It won't come out all the way, then when it's out "half way" you can pry the base out easily.

Yes it's not supposed to come off all the way, because it's connected to the base, pop up the screw... Let it dangle, get some pliers and gently wiggle the ring while the screw is popped up if not then it may possibly be connected with the bumper it's self. If that's the case then pop up the screw then wiggle the whole bumper off assuming it's the last fastner on the lip.

Called a "push pin" rivet or clip. With the right tool they pop out as smooth as can be.

pop the middle "screw/cap" thing so it's loose (won't fully come out like everyone already said). then get something flat and little wider than a typical flathead screwdriver to push up UNDER the outer circle base. should slide out like a ho.
btw, invest a couple bucks in something like @Tcoat posted. I have a set of panel trim removal tools and it makes life SO MUCH EASIER in little shit like this.
