The OF folks often give credit to the original purchaser if they buy more stuff from them (like headers, exhaust bits, etc). Do you know if they will honor this OF dollar system to the secondary buyer?

Good question, you would have to ask them on your own behalf. I haven't purchased anything else from them so hopefully you can get some great discounts as I haven't been able to take advantage of that.

Also im almost 99% sure that the of dollars aren't transferable. Is not like a gift card or something like that. Unless you can work out a deal with the original owner of the of dollars to buy an item for you using them. It's like saying "hey i bought this toy from you. Can i get the miles you earned on your credit card when you bought it ?"
