After ecu reset or flash you will need to start car and let it idle for about a minute , no throttle. If you dont vvt is disabled.

Do you have any cel codes if ecu is in limp home mode will also likely disable vvt.

could also be issue with your tune.

^This. I had this happen to me, I stepped on the gas after a flash and my cams weren't moving. I thought something was majorly wrong. Did some research and reset the ECU and was relieved.

Ohhh ok, Yeah I think that may be it. I only gave it about 30 seconds. Anyone know EXACTLY how long it needs to be?

BUT on the other hand, the Exhaust cam targets are all 0.

Revised the OP

What tune are you using if its a base tune just to start car it may have intake and exhaust vvt all set to zero.

a minute of idle is generally good enough ot until idle settles at 750 rpm.

First flash they worked fine, then did the new tweaked flash and they stopped working. flashed it back to the first map and they still arent working.

It wont idle at 750rpm, idles right around 1500 but I cant find any boost leaks, pressures all seem good though.

The oil needs to reach over 30C and there's a few other parameters that need to be met before the AVCS systems start to work fully. The engine needs to be at idle too and vehicle speed needs to be 0.

On a cold engine the easiest way is:
Flash, idle for 1 min or so, if it's still not active drive sedately down a road for 30 secs to 1 min, stop the car and allow to idle. The exhaust cams should become active almost immediately.

What ROM type have you flashed? I assume you're using ECUtek so are you using the same ROM/ROM ID to log the tune as it could be a mismatch that causes false/incorrect logging?
