Is it normal?

For your car to sit at 1 rpm when you push in clutch at speed? (Like it won't drop to idle (0.7 to 0.6) untill you come to a fully stop?

Also does turning on the air make the car go from 0.7 rooms to 1 and slowly back down or is this not normal?

Yes, normal for just about any car with AC

it is normal for some cars, for example a v6 manual VW Passat, but this has been an issue for FRS/BRZ for some time. Most people end up in a legal battle with their dealer so I suggest you not waste any more time asking questions and go directly to your dealer for a refund. They may act like you are crazy and try to say this is normal but it is NOT normal and you must shout and rant and demand a full refund otherwise you will spend more money and time on a lawyer just to get it fixed.
