Help Copying & Pasting PDF Characters

Can someone please explain what is going on with this pdf? When I paste after copying all I get are question marks. Literally "???????? ??? ????". I can copy and paste Japanese and Chinese text from respective web pages so my copy of Windows recognizes the text. I have also tried an online ocr service, ABBYY, to no avail.
I am completely stumped.
Any help would be much appreciated.

Are you trying to dump this into Google Translate or what? Some of it copies okay for me, the rest comes up like this

Edit: I think it has something to do with character encoding of the site, and supporting non-ANSI characters.
