Question cheap OBD-2 bluetooth adapter

I went ahead and bought a vgate scan obd-2 bluetooth adapter... specifically a ELM327 Bluetooth OBD2 Scanner Tool.
I found it on newegg here: http://www.newegg.com/Product/Produc...irtualParent=1

My question is... I've got the sucker in the obd2 port, and it's showing me a red power LED. But my phone doesn't seem to find it when scanning for bluetooth devices. I know my phone's bluetooth works fine as it connects to the stereo just fine.

Sounds like to me bad hardware... can anyone confirm? I don't see any toggles on the device itself.

Apologies if this is in the wrong forum!

Try turning the car off, unplugging it. Plug it back in snug, turn the car on, then try to look for it again.

I tried a couple of times... maybe it's stubborn. I'll try again. I should only be plugging it in/taking it out when the car is off, correct?

As far as I know. That was the instruction I got for mine. Make sure to plug and unplug when the car is off. Also try restarting your phone. That solves like 90% of tech problems... just resetting and trying again.
