Why can't states (California), that have stringent car exhaust pollution laws, set up a cap & trade system like they are establishing for businesses, but for car emissions?
http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm This would allow for continued funding for low emission vehicle credits (electric/fuel cell) and allow for performance/tuners/people that want to have fun with their cars, in states that are over regulated, to drive their cars on the streets. I wouldn't mind paying extra money per year when I register my car to have the ability to add upgrades that would normally make it illegal to drive on the street. Thoughts? |

correct me if I'm wrong, since I don't live there, but isn't the strict emission standards in California a base model in lowering emissions world wide and thus reduce global warming?
allowing people to ignore playing ball by forking over more cash would kinda defeat the purpose and everything they've worked towards....

Now new cars don't even need to be emissions tested as long as a fee is paid. So now there is just a group 1975 to 2007 that have to get tested every year. There is a better system. I'm just trying to figure what it is.
