A buddy of mine has some spare 215/70R15 98S Winter Tires, does anyone know if these will fit?

Not on the stock rims, and not without significant rubbing.

Stock tires on the FR-S are 215/45R17. You'd likely have to try to at least find a 15" rim with the 5X100 bolt pattern. Good Luck.

Well, my opinion is that they might not. They seem a bit wide for our cars, the 70 number is what worries me. You may want to google and find out what the numbers mean before you go shopping for 15" rims.

Will a 15" wheel even clear the stock brakes?

Some 15 inch wheels might fit. Like the Unique branded wheels DTC and TireRack sell.

the correct dimension of tire I would recomend would be a shown below.
OEM 215/45-17 205/60-15 Snow

Results
Totals are in inches Tire 1 Tire 2 Difference
Sidewall Height: 3.81 4.84 1.03
Section Width: 8.46 8.07 .39
Overall Diameter: 24.62 24.69 .07
Circumference: 77.34 77.55 .21
Revs per mile: 819.24 817.02 .22

OEM speed @ 65 MPH Snow tire 65.18

I would recommend staying within 5% to maintian VSC and traction control operability
