pretty much. doesn't matter really. I've only got 1 more free oil change/service anyways. it's 2 years/24K miles right?

Tbh, Idk. I bought my 2013 used and i called my local Subaru dealer about that. They were like, hell no this ain't no picnic bitch and then hung up on me. Jk, but yeah I only have the standard manufacturer's warranty but i assumed the free oil change service was an add on that you would buy at purchase.

For used cars, no. That's up to the individual dealer.

New Subarus come with the 2-year/24K service plan in the US, and it's good at any dealer. If you're away from home and need an oil change, you can go to a Subaru dealer in the town you're in, and they can look up your service record.

SOME Subaru dealerships also run a weird discount program after the 24K period where you get every other service at half price. So pay full price for one, then half price for the next, etc. Over time it makes them competitive with the five minute oil change places but allows them to keep booking the full revenue to make their financial statements look a little better.
