The fog lights are already on the car and add about $500 more to the cost. And add the $400 white color option, and the car is "sort of ~$700 over the BRZ Limited, but not really." I'm still looking at it like its $1,600 over the cost.

It's only worth it if you prefer to have a fancy FRS instead of a fancy BRZ. The cars are the same just with different details so this is subjective and all comes down to personal preference.

The fog lights are not dealer installed and came equipped when it was shipped to the dealer. Do the fog light Kelvin temp (brightness and color) match the Kelvin of the headlights? I haven't seen the car yet.

Wellp, guess gonna go grab some resistors and material and follow the guide of hooking up the two port together so both the LED light and HID light up at the same time. I read the guide and ask if that dude still make the parts but no reply, so guess he is no making the HID-LEDDRL conversion kit anymore

No the pic you showed has HIDs fitted to the fog lights. The factory come with stock bulbs, which won't be as white as the headlights.
BRZ would have the same stock bulbs on their foglights. Don't use that as a buying decision. Instead look at the overall bumper, which one looks better to you? If it doesn't matter go with a BRZ since you can get it cheaper.

When does the yellow light above the fog light turn on?

The daytime running lights are housed in the headlight assembly on the mongram, so not sure what that light is for?

They're on continuously with both parking and headlights on and blink as turn signals.

That's exactly how they already operate lol but if you mean you don't want them on while the headlights are on but still want them to operate as parking lights, good luck with that. Most people use LED switchback bulbs that run white so they look like fog lights until you use your signal.
