I am suggesting just because you're in the right doesn't mean the situation won't blow out of control. I think this would be the best solution even though you will pay for it.

I just checked my parking space again. The person just moved the vehicle to another private spot.

LOL, he better hope the owner of that spot doesn't call the towing company.

Oh so it's on concrete?

Get 4 of those wheel dolly's and move his car somewhere hilarious, like the complete other side of the garage or right into a "fire route". Or push the car sideways between 2 pillars so he can't actually drive it out. The possibilities without damaging his car are nearly endless.

I had a different idea but since the area is such a private location it probably wouldn't work.

Buy a For Sale sign and put it on the car. Write:

"Free to good home, no need to contact. You tow it, it's yours."

Ok, lets discuss legality and morality

Legality - post a "no parking, you will be towed sign". After 72 hours, you can get the car towed for free, and the towing company will make their money off of the owner of the car, or selling of the car.

Morality - Above is the minimum of what I would do. Sh*t in the grill...illegal, but do it. Nail in the tire, even better. Or, better yet, spray paint windows.

do you happen to know the tennant that this person is friends with/visiting? if so, talk to them. otherwise, i'd get on the property management. (i live in an apt complex as well, and i would park underneath in private spots because someone let me use theirs)
